Ukraine security guarantees: Brussels hosts allies’ talks
The European Commission is hosting a meeting in Brussels on Wednesday, November 4, bringing together representatives from Ukraine, the United States, France, Germany, the United Kingdom, NATO and the World Bank to discuss security guarantees for Ukraine and its post-war reconstruction. The talks come ahead of a planned round of negotiations involving Russia in Abu Dhabi on November 10-11.
Who is at the table
European Commission chief spokesperson Paula Pinho confirmed at a briefing on November 3 that the Commission itself will host the meeting at its headquarters. She said the discussion will build on earlier talks held in Miami between Ukraine and the United States, with the aim of achieving a lasting and sustainable peace in Ukraine. On the European side, the meeting will be held at the level of national security advisers and other senior officials. Pinho said the talks will focus on Ukraine’s post-war reconstruction and prosperity, and she had no information about Ukrainian President Volodymyr Zelenskyy personally attending the Brussels session.
Zelenskyy confirms team-level talks
President Zelenskyy confirmed the Brussels meeting during a press conference in Berlin on November 3, saying that Ukrainian teams would be in Brussels for meetings with the United States, Europe and NATO to discuss recovery packages and security guarantees at the team level. Ukraine’s foreign intelligence chief Rustem Umerov said the Brussels talks would run over two days, November 4-5, with a separate session on security guarantees following on Thursday. US Special Envoy Steve Witkoff had earlier announced that American negotiators would meet European and NATO representatives in Brussels to discuss security guarantees for Ukraine, Europe’s post-war security arrangements and economic opportunities to support reconstruction. The US delegation is expected to include Witkoff and President Donald Trump’s son-in-law Jared Kushner.
The road to Abu Dhabi
The Brussels consultations are meant to coordinate allied positions before the next round of trilateral talks between Ukraine, Russia and the United States, which Washington plans to hold in Abu Dhabi on November 10-11. According to Witkoff, those talks will focus on post-war security arrangements, de-escalation, humanitarian measures and further steps toward ending Russia’s war. The new round follows Witkoff’s October 21 meeting with Russian President Vladimir Putin in St. Petersburg. Reports citing sources familiar with the matter say the Brussels agenda also includes a proposed “prosperity plan” for Ukraine. The United States has previously offered Ukraine security guarantees modelled on NATO’s Article 5, though details of any such arrangement have not been publicly disclosed, and neither Moscow nor Washington has officially commented on the reported proposal.
