KP Emergency Explained: Why Pakistan Put Khyber Pakhtunkhwa Under Governor’s Rule
Pakistan has placed Khyber Pakhtunkhwa under governor’s rule under Article 234 of the Constitution, alongside an emergency in 12 districts under Article 232. Here is what the move means, why it was taken, and what comes next.
What exactly happened?
On October 11, the federal government imposed governor’s rule in Khyber Pakhtunkhwa, placing the province’s executive authority under Governor Faisal Karim Kundi. An emergency was also declared in 12 districts of the province. The move followed days of political confrontation between the federal government and the PTI-led provincial setup.
What do Articles 232 and 234 say?
Article 234 allows the President to assume a province’s executive authority — commonly called governor’s rule — while Article 232 permits a proclamation of emergency in the face of threats to security. Both proclamations require parliamentary approval within a stipulated period, failing which they lapse.
PTI’s legal challenge and what happens next
PTI has announced it will challenge the emergency and governor’s rule in the Peshawar High Court. The proclamations must be laid before a joint sitting of Parliament within 30 days; without approval, the Article 234 proclamation expires after two months. The Senate and National Assembly have been summoned to debate the move.
